On a driveway or private lot, no permit and no notice needed. That covers most bookings here and it is why most customers never encounter the permit question at all.
On a street, a lane or a sidewalk it is different, because that is public right-of-way and the municipality has to issue a permit for it. The fee is small; the processing time is the part worth planning around.
